Driver's License and Cars

I assume that most Koreans don’t have a car and maybe not even a driver’s license because of the large population living in apartments in Seoul. Is my assumption correct or totally wrong?

Your assumption is partially true. Koreans do not own as many cars as Americans do per household. But normally, there are a couple of cars per family. Most adults hold a driver’s license as it is symbol of entering adulthood. You are allowed to take the test when you turn 18. 
There are few reasons people don’t own as many cars. Yes, we have really nice public transportation system around Seoul area/large cities. Not enough parking space (most apartment complexes have parking spaces tho) and high gas price largely contribute to the reason why.
